Job Title: Training Specialist / Instructor

Location: Linthicum, MD (Primarily Onsite)
Rate: Depends on experience Position Overview:
We are seeking an experienced Training Specialist / Instructor to design, develop, and deliver training for large-scale Health and Human Services web applications. This role focuses on creating engaging training content, conducting both in-person and virtual training sessions, and supporting organizational change initiatives. The ideal candidate will have strong instructional design experience, expertise in e-learning platforms, and the ability to collaborate closely with business and technical teams to ensure user adoption of new systems and tools. Prior experience with state benefits programs or MD THINK systems is highly preferred.
Responsibilities:
- Design and deliver training materials for web-based applications, ensuring clarity and user-friendliness.
- Develop training content for in-person, virtual, and hybrid learning environments.
- Conduct training needs assessments to determine gaps and learning priorities.
- Create user-centric content, technical documentation, and training guides.
- Deliver engaging and interactive classroom and online training sessions.
- Collaborate with business units, IT, and PMO teams to align training with project objectives.
- Evaluate the effectiveness of training programs and implement improvements.
- Support technology rollouts by preparing users for system and process changes.
- Utilize instructional design models and tools such as Articulate, Adobe Captivate, and e-learning platforms.
- Facilitate workshops, focus groups, and user support sessions.
Qualifications:
- Bachelor’s degree in Education, Computer Science, or a related field (Master’s degree preferred).
- Minimum of 5 years of experience in training, instructional design, or related IT and business fields.
- Strong communication skills with proven ability to develop and present training content.
- Proficiency with training and collaboration tools (MS Office Suite, Zoom, MS Teams, Articulate, Adobe Captivate).
- Familiarity with instructional design methodologies and adult learning principles.
- Experience supporting Health and Human Services programs or state benefits systems preferred.
- Prior experience with MD THINK systems is highly desirable.
